    Dear readers,

    In current times, characterized by volatility and geopolitical uncertainties, we are facing major challenges both in Germany and in our partner countries. The federal elections and the recently concluded coalition negotiations have shown that public awareness of development cooperation is greater than ever and its benefits for Germany are under scrutiny. This is a trend that we also observe in our European partner countries and even more so, in the USA.

    We want to bring facts and good arguments to bear on the increasingly critical public debate on the effectiveness of development cooperation. The biennial evaluation report has now been published for more than two decades. In this time the measurement of our impact and its transparent presentation in the public debate has become ever more important. In the current global situation, evaluations are an important key to strengthening confidence in our measures and underscore the significance of development cooperation.

    "Evaluate. Measure. Learn." is the motto of the evaluation report.

    I invite you to explore this report and discover the insights we have gained from our evaluations. Use the results of our impact to inform discussions in your professional and private lives. I am convinced that each and every one of us can help shape the current debate.

    Evaluate

    The chapter “Evaluate” presents the work of KfW’s Development Impact Lab. The Lab manages the impact evaluations of KfW Development Bank - an instrument that focuses on examining the causal impacts of financial cooperation (FC) projects while they are being implemented. A world map shows all ongoing impact evaluations and features the voices of our impact evaluation champions. Finally, the Impact Lab introduces itself and provides exciting insights into projects in Tanzania, Madagascar and Vietnam.

    Measure

    The chapter “Measure” provides an overview of the more than 100 ex-post evaluations from the years 2023-2024: KfW Development Bank’s long-standing instrument for ensuring public accountability, transparency and learning from completed projects. Special attention is paid to the global FC success rate: this time it is at 85% and, as usual, varies by sectors and regions. You will also find the personal views of colleagues who have been involved in an ex-post evaluation. Finally, you can browse through important Lessons Learned from evaluations of projects in the financial, energy and educational sectors.

    Institutional learning is at the core of KfW Development Bank’s evaluation work. The chapter “Learn” presents a joint evaluation of German development cooperation. The results illustrate how well Technical and Financial cooperation advance the projects in partner countries, but also identify potential for improvement. The last article is particularly topical: Estelle Raimondo, head of methods at the World Bank (IEG) and Jochen Kluve, Director Evaluation at KfW Development Bank, discuss how artificial intelligence can be used in the evaluation of development cooperation and the potentials and perils it presents.
