Independence is an important prerequisite for being able to assess the impact of projects in a way that is unbiased, impartial and therefore credible. That is why the FC Evaluation Department is not part of KfW Development Bank's organisational structure, but rather reports directly to the Executive Board. It works independently of the regional divisions and focuses on the ex post evaluation of the impact of projects and programmes.
The Evaluation Department assigns its own employees and commissions independent experts to conduct the evaluations. These may be employees from the operating units of KfW Development Bank or external evaluators, but are never people who have previously been involved in the project being evaluated.
As another sign of its independence, KfW's Executive Board assigns the management of the Evaluation Department to an external person from academia.
