The independent Evaluation Department

Tasks and Organisation

The Evaluation Department of KfW Entwicklungsbank is a staff unit that reports directly to the Board of Managing Directors. It is completely independent of KfW's project departments.

The Evaluation Department has the following tasks:

  • it is responsible for all final evaluations conducted by KfW Entwicklungsbank,
  • it coordinates and assists with evaluations by the German Federal Ministry for Economic Cooperation and Development (BMZ)
  • it develops evaluation methods in dialogue with development-policy committees, science and the international donor community,
  • it assesses experiences from all projects and gives the operative departments of KfW Entwicklungsbank feedback,
  • it informs the federal government and the public about the results of its evaluations.

The Board of Managing Directors of KfW always selects an external expert in the field with relevant experience to head FZ E. The current director is Professor Dr. Hans-Rimbert Hemmer, who teaches Economics and Developing Country Research at the University of Giessen and is a member of the Scientific Advisory Board of the BMZ. Apart from its director, the Evaluation Department also has a deputy director, five project managers and a secretariat.

Usually independent experts are assigned to conduct the final evaluations. These experts may be freelancers or KfW staff; they do not qualify if they have previously worked in or for the project to be evaluated.
