Independence is an important prerequisite for an unbiased, neutral and credible assessment of the impact of Financial Cooperation (FC) projects. The Evaluation Department as a staff unit therefore reports directly to the Board of Managing Directors. The unit works independently of the regional divisions which are responsible for the planning and implementation of FC projects.

The Evaluation Department assigns independent experts to conduct the final evaluations. These may be external consultants or employees of KfW Entwicklungsbank, but never individuals who have worked on the project under evaluation.
The KfW Board of Managing Directors always appoints a highly qualified expert in the field from the outside as head of KfW's Evaluation Department. Currently the Department is led by Professor Eva Terberger, who holds the Chair of Business Administration, Financial Systems and Development Finance at the University of Mannheim, and is also a member of the Scientific Advisory Council of the Federal Ministry for Economic Cooperation and Development ('BMZ').
