Requirements of Evaluators
Experts interested in conducting ex-post evaluations on behalf
of FZ E should fulfil the following general requirements:
- solid development policy knowledge and experience, knowledge of
German Development Cooperation (DC) and, if possible, also of FC
procedures and processes,
- experience as a (short or long-term) expert or advisor in
developing or transition countries; if possible, experience in
evaluation,
- good knowledge of the designated sector/priority area,
- independence, i.e. no previous work as a consultant, expert or
project manager on the project to be evaluated, and no personal or
business conflicts of interest.
- Typically the main evaluator is required to have an educational
background in economics. In order to go into more depth on certain
aspects, fundamental knowledge in engineering, politics and social
studies or in other relevant fields may on occasion be
necessary,
- sensitivity to cross-cutting issues (gender, poverty,
socio-cultural issues, environment),
- country knowledge is an advantage, or at least knowledge of the
general region,
- good/very good oral/written language skills in the respective
official language,
- above-average analytical skills and the ability to document the
analysis and the results appropriately in writing,
- ability to work under pressure and in a team, appropriate
intercultural behaviour.
